Little Cup and Tournament Mode which scales them to lv 5

I've been hearing around and I feel like there would be some serious demand for Little Cup. It would be nice to give Pokemon some competitive use which currently do not get it at all. If you don't know what a Little Cup is, it's a very popular very Smogon tier in which you are only allowed to use Pokemon that have not evolved but are capable of evolving at level 5. While implementing Little Cup tier I think they should get their own Tournament Mode which scales every LC Pokemon above level 5 to level 5 so people necessarily don't need to spam vitamins to their Pokemon.

 

Could be that there was LC Discussion ages ago but couldn't find anything for last like 10 pages so I guess if there was any discussion it could be restarted with what currently we have. Anyways, discuss.

 

A problem could be an awful meta with them I guess, but Little Cup does have bans too.

 

Edit: Adding Little Cup below NU could actually solve this problem as well.

I've actually recently brought little cup up among certain people since we now have the ability to vitamin to max & exact IV's.

 

Hadn't considered a tournament mode for it though.
