Dive is a really nice feature of emerald, but it isn't utilised enough.
Allowing you to explore more and adding dive spots in other regions could work nicely.
Maybe being able to find most out of the available water pokemon would be nice as well.
Adding more underwater scenery could make it be a bit more alive as well.
I made some mockups to further drive my point forward.

What if you could dive on Route 21.
It would allow you to bypass the rocks to find rare items, and I shrunk the sand patches to allow more dive exploration.
The dark tiles are mockup dive tiles.
To make up for the small dive area, there will be a lot of underwater caves to explore.
*This will include the sevii islands

Mockup - Increase Wild Pokemon findable
On route 124 and 126, you can find clampearl, relicanth and chinchou.
Increase would add a 1% chance of finding squirtle, totodile and mudkip underwater
Psyduck, Corsola, Shellder, Goldeen and Magikarp can be found underwater too.
Virtually every base form water type with varying encounter rates could now be found underwater.
Water types introduced in their gen can be found easier in their respective region.
E.g - Psyduck has a higher encounter rate in Kanto then Hoenn.
This adds much more incentive to go underwater.
The only incentive that was there was find a Relicanth and never come back really.
The makes underwater a tad more lively and more useful.
I know this is a tad long, but I hope this gets the point across.
