As it stands right now, I think the only overworld NPC's that are able to be rebattled is the Gamefreak Employee in Unova, and Wally in Hoenn. These battles are usually a nice breath of fresh air after doing your 20th gym battle rematch in a row, and contain cool themes that are pretty much one and done.
Ones that already exist that aren't programmed into the game are:
Bianca
Cherren
Cynthia
Steven in Emerald is supposed to be a one and done battle, but it would be cool if devs could also flag him to be rematchable as well. Adding a May/Brendan rebattle would be cool as well too.
It would honestly be not a lot of work to appease PVE players like myself. Put the rematch timers at once per 24 hours/per week, and nerf yen payout if that is an economy balancing concern as well.
