Last mention of how they would be made available was that they will be included in PokeMMO custom content termed "Dungeons" which will release at some point in the future, however there are no further details regarding this in terms of things such as release date etc. Some NPC's have them currently despite this, as you mentioned, these are the only instances of Pokemon having Hidden Abilities currently.
