Why Milotic haven't Competitive hab?

Why we could not have competitive Milotic?, I know that the hability was introduced on 6 th gen but in game, we have got implemented mechanics of 7th gen like:

 

- Drizzle Pelipper,  Drought Torkoal, Sand Stream Gigalith and Snow Warning Vanilluxe

- Facade boosted by status

- Dragon Dance Flygon

- 150 base speed stat in Electrode, 75 special def base stat Exeggcuttor, 85 hp base stat Mantine, 95 special attack base stat Pelipper, and other stats changes in Arbok, Dodrio, Noctowl, Ariados, Qwilfish, Magcargo, Corsola, Swellow, Masquerain, Delcatty, Volbeat & Illumise, Lunatone & Solrock, Chimecho, Crustle, Beartic and Cryogonal.

 

 

¿Porqué no podemos tener Milotic con habilidad Competitivo? Sé que esa habilidad se introdujo en 6a gen pero en el juego, tenemos implementadas mecánicas de 7a gen, como por ejemplo:

 

- Pelipper con Llovizna, Torkoal con Sequía, Gigalith con Chorro Arena y Vanilluxe con Nevada

- Imagen tiene mas poder con estado alterado

- Flygon con Danza Dragón

-  150 velocidad base en Electrode, 75 defensa especial base en Exeggcuttor, 85 vida base en Mantine, 95 ataque especial base en Pelipper, y otros cambios en estadísticas base en Arbok, Dodrio, Noctowl, Ariados, Qwilfish, Magcargo, Corsola, Swellow, Masquerain, Delcatty, Volbeat & Illumise, Lunatone & Solrock, Chimecho, Crustle, Beartic and Cryogonal.

Because we don't have that ability in the game, those other cases we do.  Drizzle existed in gen 5 so the pokemon that got it at a later time were able to be given it. Competitive doesn't exist on any pokemon until gen 6 so it doesn't exist in our game at all to give it to a pokemon that gets it.
