Havest Tool in Unova?

Does anyone knows how to get the Harvesting Tool in Unova region? I've talked with the guy on Mistralton (close to the farming zone), and he gave me the psyduck. The forum says that is only possible to get on Hoenn on that flower shop. Is there a way to buy it on the market?
