Kanto Sevii Islands requirements?

My question is the 60 pokemon species you need to have cought before beating E4, [and going to Oak to start the process to get access to the rest of the islands], do they have to be from Kanto? because overall I got 109, but only 21 from Kanto.

 

So in short do the 60 species have to be from Kanto, or does overall qualify? As in from all 3 regions?

that 60 pokemon owned to go to island4 was a requirement that was removed in pokemmo.You don't need any specific number of owned poke here.

was it removed recently? cause i had an account with 27 pokemon caught, beat E4, went to oak, but the cave team rokets guarding never appeared

after u beat e4 u gotta go talk to celio in island1 pc.If you don't talk to celio the rockets and cave will not appear.
