As far as I know, no.

But that should be changed at some point, in game barbershop.

Never did this but can't you change them with makeover? It's pretty cost inefficient but possible I believe

You can buy a makeover kit.it will allow u to change your base character appearance.Its like if u would make a new character and pick how u look.You can do that again with that item.

Its very expensive tho.700k item on gtl.

Not for most hairstyles, but some hairdos are available in game and you can customize the color and switch between them at any time.
