i'm trying to catch Cyndaquil , but when i enter the safari zone in hoenn and i try to go to the Cyndaquil spot, 2 NPC'S tell me "sorry we are working the area is not ready"

do you know why ? thank you a lot :)

That Area of the Safari Zone is not accessible until post Elite Four.
