There is no set number of hordes that you have to encounter to find a shiny, that's not how RNG (random number generation) works. The standard rate of finding a shiny is 1 in every 30,000 encounters. So if you are encountering hordes of 5 pokemon each, on average you will find a shiny after 6,000 hordes; but you could find one on your next horde, or it could take you 20,000 hordes or more. There's no actual way of knowing for sure.

Fun fact, you can find up to 5 shinies in a horde, but the chance of that is so slim, that you have more chance of seeing Aerun winning a tournament

As it has been mentioned there is no guaranteed way to find a shiny, probability only ever refers to the AVERAGE number of encounters required.

There is nothing preventing anyone from being extremely lucky OR extremely unlucky, but to maximize your chances of finding a shiny all you can do is stack bonuses (if you're feeling like going hardcore hunting getting Shiny Charm + Donator status) and spamming Sweet Scent with oodles of Leppa Berries with a pokemon with the ability Run Away in the front of your party.

This is the fastest way you can cause encounters, and the more encounters the more times you roll the dice in the hopes of finding that shiny c:
