Is Unova Route 18 Dark Grass part disabled ?

Theres a cell in the water we supposed to pass that is blocked.

Is it intentional ?

Im not sure but, as I know, theres nothing special in this dark grass (species). Theres also an item we can see, but idk what it is.

Theres a cell in water I cant pass, no rock nothing on it just water but I cant go forward

Move 1 tile up or down, whichever doesn't put you in the strong current
