Are gen 4 evolutions accessible in Kanto?

Most places I've looked for information are outdated or incomplete, so I'll just ask here; are the gen 4 evos available in Kanto? IE does Tangela learn Ancientpower by levelup, is there a magnetic zone in Kanto to evolve Magneton, icy/mossy rocks for Eevee? Are some NOT available while others are?

Mossy/Icy rocks are Unova only, otherwise yes you can get the rest. Magneton being leveled in the Powerplant evolves it

Thanks! While I'm on the topic, is this also the case for Johto and Hoenn Pokemon in both Kanto and Hoenn? (IE, do Dawn/Shiny stones appear so you can get Togekiss/Gallade/Froslass)

I don't believe Dawn Stones appear in Hoenn, at least a location has not yet been found. But you always have the option to buy one

its mostly seen during pokemmo dawn time rare pickup finding in berry forrest/lostlorn/pinwheel forest for dawnstones not sure if pinwheel depends on dark grass or not

Dawn Stone appears in berry forest, kanto. Although they're extremely hard to find through pick up.
