I am pretty sure this topic has been discussed before, I wanted to ask the reason behind the availability of only 3? would they make the game too easy? regardless I was wondering how everyone feels about this.

Shouldn't it be in general discussion if he's not actually suggesting a feature for the game?

There are plans to implement more lehendaries that you can actually keep and use in competitive play, but those plans aren't fully fleshed out yet and keep getting delayed by more pressing issues. There are pages and pages of discussion about those plans somewhere around here
