Anything labeled as "seasonal" in the gift shop will come back every year. The penguin suit/hood and the Rudolph horns  will not come back in the future as they were only identified as "time limited"

No those are seasonal, you have to look on the little icons themselves, not the red ribbon tag on the top of the box

Concerning the scarf, a friend of mine checked/linked his scarf last month and we then realized that it had 'seasonal', not 'limited' on it.

Therefor he decided to sell it as he feared it might come back - as it did today.

'Seasonal'/'Limited' seem to be reliable to me - only issue would be if 'limited' vanities were changed into 'seasonals'

I assume you don't have a screen from back when a scarf was labeled as 'limited' for you anymore?
