Does Sand Veil work in comp?

Does Sand Veil count as an evasion boosting move or is it legal due to the fact it reduces accuracy instead of boost evasion.

Well first of all it's not a move, it's an ability, and it doesn't lower accuracy, it increases evasion. So no, it's not banned.

Can you explain why increasing evasiveness is not banned but lowering accuracy is?

Maybe because evasiveness effects only one poke while acc can effect several? Not sure if that's the reason just a possibility.

It's the opposite. Moves such as sand attack are legal since you can control it's effect by swapping out, but Double Team is banned because unless you have lock on or aerial ace or poison type toxic, you rely on luck to be able to hit the pokemon.

 

This does not translate to abilities however since you cannot stack them in tbe same way
