• Because we haven't gotten around to it.
• One of the NPCs has it.

I love how you guys prioritize Hidden Abilities we dont have access to, over the ones we could have use for in competitive. Way to go dev team!

It's not like if they hadn't coded multiscale, they would have then had time to code something else. It was probably an easy fix that went hand in hand with something else they fixed or something
