What gen are learned moves based from?

Since my charmander didnt get Dragon Rage.

Gen 7 learnset, with any moves available from Generations I-V.

 

Dragon Rage specifically was moved to it's Generation III level bracket as it was deemed too powerful for early gym leaders.

 

If you are ever confused about what level something be learnt, you can find a full list inside of your 'dex.
