Where to find Sawk

After approximatly 30 minutes of search I can't find Sawk. I know that in the original versions, we can find him just after Nacrene City but is it the same here ? Maybe I am just unlucky but if it is not the case, I would love to stop searching for nothing :)

weird, I think they took it out of there. It was available during pts but

looks like they dont want a free-be when fighting the normal gym
