Tier List update September 2016

I will announce the Tier list changes of September in this thread.

These changes are made according to the Usage gathered from 8th August - 3rd September

A list of this months Tier Changes:

 

 

Moving down from Over Used to Under Used (OU -> UU)

• Cloyster
  Note: Cloyster will be coming down to Under Used and we do not expect any problems with this drop down.
• Meganium
  Note: Meganium's usage was 0.78% in Over-Used, so it is extremely safe to say that it would not remain Over-Used at all and the Tier Council would prefer to get the ball rolling on the Johto Starters being put in their deserved Tier.

 

Moving up from Never Used to Under Used (NU -> UU)

• Lapras
• Aggron
  Note: A new Tiering rule has been set in place to avoid "yo-yo-ing" between Tiers which Lapras has been doing for the last couple of months. Read further below for more details.

 

Moving down from Under Used to Borderline2 (UU -> BL2)

• Azumarill
  Note: Azumarill is instantly banned from NU to BL2 because the Tier Council believed it was too strong for NU. Nothing in the NU Tier would've been able to stop it due to its solid coverage (Normal, Water, Ice, Fighting moves), great natural bulk (100/80/80) and massive attack stat as result from Huge Power. 

 

Additionally:

 

• Typhlosion and Feraligatr will remain in the Over-Used Tier for at least one more Usage cycle to ensure a comfortable metagame, both are considerably stronger than Meganium and the Tier Council want to ensure a smooth transition.
• Zangoose: There has not yet been made a decision about Zangoose, the Discussion thread seems to have slowed down a lot and its usage is on the low end in Under Used so it does not seem as problematic as previously assumed.
• Snorlax: The Tier Council will schedule a Teamspeak meeting completely dedicated to discuss Snorlax, as there hasn't been made a decision on him yet and opinions still differ.
   
• Tiering rule update: "If a pokemon moves up to a higher tier by usage, it is locked into that tier for the following monthly usage update. This way, even if its usage dips it cannot immediately drop back down the following month. These pokemon will be re-evaluated for a drop-down after the following cycle if the usage indicates another drop down."
  Example of this update with Lapras:
  July: Lapras is Under Used.
  August: Lapras moves down to Never Used.
  September: Lapras moves up to Under Used.
  October: Regardless of Usage, Lapras is now locked into Under Used for one month.
  November: Lapras remains Under Used by usage OR the Tier Council will review this case and consider a BL2 ban.
   
• Tier Council Recruitment: There are two open positions for the Tier Council. If you wish to apply, send a forum pm to myself. I will review all the previous applications as well as the new ones this week and set up interviews with candidates next week.

  - Their past and present contributions to tier discussions. 

  - Their recent activity on the forums and in game (including attendance at officials but this does not necessarily mean participation).

  - Past and present behaviour including attitude towards other posters.
