issues with common repel methods

Im wondering about hold items such as cleanse tag why they simply do not work, here it is my prob, i have on my lvl 80 poke equiped a cleanse tag which repels poke with lower lvl than ur 1st in party but the issue is it's not working, im still getting tons of wild encounters, is it broken here or im doin somethin wrong and if posible can u suggest other ways rather than buying repel instead?

I think the cleanse tag doesn't work here.Its said by many people too I tried using the tag but it doesn't work so as far as i know if you want to avoid wild pokemon encounters you'll have to use the repels

Cleanse Tag out-of-battle effect doesnt work here.

Just use repels if you dont want wild encounters.
