A 115 base spatk stat, a 95 base speed stat, 2 valuable stabs and versatile movesets are precisely what a glass cannon like Jynx needs to break everything in its path. Getting a perfect coverage on Jynx is no hard task when you have access to moves like Ice Beam (stab), Psychic (stab), Shadow Ball, Signal Beam and Hidden Power Ground. Beside Sharpedo with its paper defenses and its Signal Beam weakness, there is no Dark type in NU that can resist Ice Beam. Steel types are hardly a problem for Jynx since Steel pokemons usually have bad spdef and take significant dmg from stab moves regardless of their resistance. Beside unviable Metang, Steel types pokemons don’t learn Pursuit. Beside gimmick Mawile with Pain Split, Steel types also have no reliable way to heal themselves. Hidden Power Ground destroys all steel types in NU. As for Psychic types, they take tons of damage from Shadow Ball/Signal Beam. Basically, Jynx seems to have no real counter. Some would think that Jynx can’t sweep because Fearow/Murkrow can revenge kill it at any time. However, revenge killing Jynx is not that simple. Lovely Kiss gives crazy momentum to Jynx and allows it to protect itself behind Substitute. Revenge killing becomes nearly impossible when that happens. Insomnia Hypno can somehow work, but Shadow Ball/Ice Beam deal severe damage to Hypno because of Life Ball. For these reasons, the Tier Council considers Jynx too much for NU (Offense Uber characteristics) and has decided to ban it to BL2. I don't think we need to be too hasty on Granbul/Kingler because we've had a huge weight lifted from team building restrictions with Jynx gone which we can devote on handling the others.
