Why are all the starters so slow? Like Dicidueye's description said how fast it moved and it's only base 70?

Just caught up with the entire dex, I swear this generation must average below 70 base speed. There's only 5/6 pokemon that had above 500bst iirc disregarding legends and Ultra beasts

I was able to see some of them in the initial stages of them coming out this morning before I went to sleep but everything was super unorganized/inconsistent/hard to read up on.

 

I do remember that Dugtiro got buffed 20 attack, has Sand Force now (fuck yeah), and the Alolan form is Ground/Steel.
