This rule bypasses what is standard in PokeMMO's Official Tournaments and that is by following the tiering policies and decisions regarding by it. Baton Pass was banned due to being an uncompetitive move by Tierlist council's standards of uncompetitive aspects of the metagame and therefor ruled out of the competitive play. This tournament would not be OU Tournament is Baton Pass is allowed. It would be a gimmick version of the OU tournament and therefor usage, for example would not be valid. I'd recommend to discuss this decision with the other staff members. In case you still are allowing Baton Pass, this tournament cannot be advertised as an OU Tournament. Grumpig has a quite respectable base speed of 80. The difference between 25 hp and 31 hp is much less significant than the speed iv, especially if the person wants a fast grumpig.
