PokeMMO Tier Council and Official Tier Policies

 

Here you will find all the information you should need on how tiering works in PokeMMO. Please ensure that you read this before posting your contributions in any of the threads in this section.

Official Tier Council Organization

 

The official tier council is made up of players who were selected for their competitive knowledge and contributions to past and present tier discussions. These players will monitor all 3 tiers (OU, UU, and NU) and it is their job to recognize any centralizing Pokemon and make the necessary recommendations to remedy any negative effect it creates. They are also responsible for addressing players who come forward with suggestions regarding the meta in terms of tiering through public discussion. Both of these tasks will be aided in the use of public threads posted in this section to garner further discussion and feedback from the community. Tier discussions are also a chance for the tier council to communicate their stance and respond to any critique or counter arguments (always in a positive and respectful way).

 

Each member has one legitimate vote when it comes to deciding if a Pokemon should remain or be banned from a tier.  To ensure that the Tier Council has a clear line of communication, a Tier Council sub-forum and Discord were created to discuss Pokemon and aspects of the meta together in a private environment. This does not mean that they will no longer take part in public tier discussion, and often frequently, posts from the tier council sub-forum will be shared publicly as a way to include the community.

 

We feel that structuring the council in this way is a beneficial step for PokeMMO and it's competitive community, and will allow for a more diverse metagame that is overseen by individuals who can all offer different but equally qualified outlooks on tiering.

 

Tier Council Roster

Council members are chosen based on competitive knowledge, ability to discuss with good argumentation, and being able to abide by the current tier policies.

If you have any concerns about a certain council member your first line of communication should be the overseeing staff members for the tier council.

 

 

Official Tier Policies

 

Tiering will continue to be usage-based, following a usage cycle of 3 months. In the first month of a season a Pokemon needs to be below 3%  to move down or above 5% to go up.  The second month requires , a Pokemon to be below 2.5% to go down or above 6% to go up. And the end of the season requires a Pokemon to be below 3.75% to go down and above 4.75% to go up. Updates will be made to the three tiers at the end of every month depending on if Pokemon fall below or above the cut-off point. All official usage can be found in that months discussion thread or via in the in game usage tool.

 

 

Standard & Quick Ban Process

 

  1. A community member or tier council member recommends further discussion on a Pokemon or an aspect of the competitive metagame (i.e. move, ability, etc.).
  2. If deemed appropriate, a tier council member then opens a discussion thread in the public forum.
  3. A Quick ban vote is initiated, this is an ongoing vote for the duration of the standard process until the standard ban vote is carried out. If at any time the quick ban vote reaches a unanimous vote, a quick ban an be handed out.
  4. The community and tier council discuss the aspects of the aforementioned Pokemon, move, ability, etc for a period of at least one week, but likely more.
  5. A standard vote will be initiated, for this a 2/3 majority is required in favor of the ban for a ban to occur. At this point the vote for a quick ban is closed.
  6. When the decision is made, the council will post in the thread and notify the community of the decision. This post will provide the reasons behind the decision. All votes and the thread will be closed at this point.
  7. The Ban will be pushed through in game once the above is done and an overseeing staff member is available.

 

Reversing a Prior Ban & Suspect Tests

 

If a metagame has changed significantly to consider reversing a previous ban, the tier council will discuss and vote upon reversing the ban. If a ban is reversed, then a suspect test will be initiated, whereas the Pokemon being questioned will be reintroduced to the tier it was previously banned from. No other bans may be reversed during a suspect test, nor any bans be made (unless needed to be done emergently, if this occurs the suspect test will likely need to be extended). Changes can still occur based on usage.

 

 

  1. A community member or tier council member recommends discussion on a Pokemon or an aspect of the competitive metagame that is currently banned(i.e. move, ability, etc.).

  3. The community and tier council discuss the aspects of the aforementioned Pokemon, move, ability, etc for a period of at least one week.
  4. The tier council will vote whether to proceed with a suspect test of the nominated Pokemon, move, ability, etc.
  5. Suspect tests will last for a period of at least one month. This allows for analysis of the tier and discussion amongst the tier council and the community. The tier council will proceed with a vote to reinstate the ban or keep the suspected Pokemon once the appropriate amount of time has passed and a decision is ready to be made.
  6. A vote requires a 2/3 majority by the tier council to pass
  7. When the decision is made, the council will post in the thread and notify the community of the decision. This post will provide the reasons behind the decision.

 

 

Special Considerations and Rules

 

  1. If a Pokemon is voted on and banned from OU (moved to Ubers), the tier council, overseeing staff, and developers will discuss how to best "nerf" said Pokemon for reintroduction. For example, Garchomp was banned from OU but reintroduced without Swords Dance, which was determined to be the reason it was broken. Similarly, Draco Meteor was removed from Hydreigon. If significant changes to the metagame have been implemented, these changes can be reversed through a suspect test if deemed appropriate by the tier council. Community members can suggest discussing these changes and a thread will be opened by a tier council member.
  2. No subsequent bans or unbans will be made for a period of at least two weeks after a ban, unban, or suspect test is announced in order for the tier to stabilize after a change; changes may still occur by usage as dictated above.   A Quick ban can bypass this time requirement.
  3. In December of every year, all existing bans must be reviewed and decided upon if they still fit the criteria of their ban in the current tiers they are banned from.
  4. Tier council members have a participation requirement determined by overseeing staff.
  5. Tier council members cannot disclose confidential information relayed to them by overseeing staff or developers (i.e. pending updates that have not yet been announced to the public).
  6. Decisions made by the tier council may be overruled by overseeing staff or developers at any time.

 

 

Tier Discussion Moderation

 

Discussion threads will be heavily moderated, and any harmful, off-topic, or derailing posts will not be tolerated. Repeat offenders will receive forum warnings if they do not comply with these rules.
