you go into a NPC doubles battle and sketch your own move. Make sure smeargle is slower than the pokemon using the move you are trying to sketch

But more elaborate. You take a pokémon that knows the move you want to sketch. Then you compare the speed of both the smeargle and the pokémon with the move. Is the smeargle faster, then all is good. When the other pokémon is faster give the smeargle a macho brace (cuts speed in half). This is needed so you sketch after you use the move you want.

 

If the speed still isn't low enough you can do two things. Either level the smeargle or make the smeargle use sketch as the second move, so use another move first (if it doesn't get killed in the meantime). 

 

If all is set, put the smeargle and the other pokémon in front of the party. Find an NPC double battle. Use the move you want to sketch first en then use sketch on your own pokémon. 

 

After this your smeargle knows the move. You can just relog if you don't want to finish the battle and move on to the next.
