The following is an up-to-date list (as of the 14th of August 2015) of pokemon by their base speed.
Each pokemon is shown the maximum speed stat at level 50 with Neutral and +Speed nature respectively (always 31 IV).
For a more detailed list of speed tiers that includes natures and EVs, please consult Londark's guide.
 
Note! To calculate level 50 speed stat with no investment and neutral nature, simply add 20 to the base stat.

I believe this is pretty much done, just needs maintenance with each ban. If you see something incorrect or feel that anything should be added, please let me know.

Nice, this looks very clean. Is it possible to include neutral nature 0 EV speed stats as well? Since this would be the most common speed for walls, so you can check how much you need to invest into your slow wallbreakers etc.

Neutral 0 Spe  is always Base Stat+20, I may include that in the introduction.
