I don't think NU has to be in TT at all, tradition or not. Actually, if we think about it like process of elimination, it should be like this:

 

OU has to be in as the most popular tier. It might not be the best format, but it is, and always has been, the most popular tier. As such, it should have a solid spot.

 

Doubles provides an experience that no other format can provide. UU and NU might be different from OU, but since they're still single battles, the overall battle dynamic remains unchanged, whereas Doubles is a completely different experience to the point where it might as well be a different game.

 

If anything, it should be a toss up for UU and NU; While they're both a nice change of pace for OU, neither of them are as popular as OU, so they don't get the "permanent single battle" slot, and Doubles provides a unique experience to the point where it shouldn't be given the shaft, especially since it now seems to be growing as a format. I don't see why the most unique format we have should be given the shaft for no reason other than it's always been fucked over before now.

 

TL;DR: OU and Doubles should be permanent slots because OU has popularity, and Doubles is the most unique format we have compared to all others. UU and NU are both nice changes of pace from the OU Singles meta, but they aren't unique enough that they should have priority over Doubles.
