Only one in the world at a time, at an extremely low encounter rate, forcing you to duel if you own it. That way they wouldn't be a thing in Tournaments, and you can still get the Pokedex entry. Most of the legendaries (dogs/birds/celebi/jirachi) were important parts of gen 3 OU. The only ones that should be banned from competitive are rayquaza, groudon, kyogre, mewtwo, mew, and lati@s Link to comment

Sure that catching and losing them like M2 atm would be pretty fun but they are not necessary atm. Link to comment
