wondering if this is complete, i thought swagger was a tutor move obtained with blue shards?

It seems that all the moves tutor that we can see => here <=  and who need shards before the last update are now unavailable to the shards tutors.

Great guide, from 100 encounters in Hoenn underwater:

 ± 66% Chinchou/Lanturn [80% Chinchou, 20% Lanturn]

 ± 33% Clamperl

 ± 1% Relicanth

So it's not recommended to dive for Relicanth, because I just found 1 in 100 encounters or I am super unlucky.

No, I think that's about right.
