Alright, what about this situation.

You move your Present user in and it gets OHKOd. Does this count as breaking the Present rule intentionally?

 

That's unintentional breaking of the Present Clause. We're only concerned about players who intentionally violate this clause, meaning if someone sets up and sweeps a team without using Present. If someone gets trapped into not using Present or their Present users get KO'd before they can use Present then we can't say that you actually broke the clause.

so with that being said as long as your present user makes an appearance it's fine? But if you throw out your present user and use a different attack and then get ohko'd you would be dq'd right?

Yes, because you purposefully break the Present Clause. If you were to switch in your present user and they got OHKO'd then you wouldn't be DQ'd.

 

Edit: After discussing the matter with everyone who will be helping, the Present Clause is being changed so that you have to use Present on the first turn.
