that it? that by no means limits the possible problem list to the psu. psu isnt even top of the suspects list.

it could be a blow capacitor on your motherboard, bad cable between the psu and motbo, bad ram, bad cpu, short almost anywhere on the pc, safety mode on your pc if you had a surge (depending on the mobo), bad ram, improperly plugged in *anything* as the system will detect "hey something wrong we better not boot or everything could get fried cause user error", dead cmos battery, burned out wires in your motherboard, ect.....

so need more information to diagnose.
