Not bad, but I think 'gatr needed more work done on her yet (namely, her ponytail).  Also, you have a few extra colors on there, and even more with the shiny version.

What's the thing Kingdra has, and how does her other leg go?  I like her design so far, just don't know what to think about that.

Whoops, miscounted the colors and forgot to check them in gimp before posting.

As for the ponytail, do you think both the front and back need work? I'm not very satisfied with my frontsprite ponytail texturing, and I just continued what was already there for the backsprite.

 

I'm new to sprite editing. Anything in particular that feels off about it?

IMO, the back sprite ponytail doesn't look much like hair.  If you want to work on that to make it match the style that the front sprite has, I'd say do that.  I can fix the color palette if you want me to, or you can do it.  I don't mind either way.

The head looks fine to me. I think the thing she's holding is a large fan. The arm looks a bit wonky/long, and I'm pretty sure Kickern mentioned this a while back, but you seem to frame your hair around the eyes. Try to show the forehead a bit more if you can. The eyes look a bit alien-ish without eye whites too.

I'm really digging your Horsea line, and this Kingdra is looking great.

I have nothing to add to the critique, everything I noticed has already been mentioned.

His left wing shortened, taller, arm fix, trying new shiny palette. Still nothing for the back.

Cutie air force Pokeboy? How can I NOT care about him? He's definitely got a lot of work needed; legs, mouth, head, etc.

My only suggestion at this point is consider a more stylish haircut. Go for a classic or more modernized short sides, long on top cut.

 

I'd love to contribute with sprites and edits, but it seems I'm always at work(working for the air force) and never have time.

Edit: I found something I can do some quick edits with, even at work!

Touched up the face a bit? And a second time.

The problem is putting men's haircuts or military style into sprite form. I know very well about how it's supposed to look in real life. It's the art part that's a challenge. I would be content just making this sprite passable for this hack.

I also show my lack of skill. I think I got the hat right.

Most of third gen. What comes to mind is a male Volbeat and a fitting Illumise if needed.

Dragon Lady Rule Number 1: A Dragon lady must never be demure.

Dragon Lady Rule Number 2: A dragon lady must always be ready to use her weapon. (I assume this fan is for Twister)

it's suppose to be on the shoulder, but It didn't work out like that.

I was thinking about having it open behind her with her arm reaching upwards towards the top of the fan. 

Although, i did pull her legs under her butt to look like she could jump up at any time. 

 

I must admit the horsea line is loosely based on Temari ^-^"
