Question

An item that, when used, attracts bites from pokemon of a higher level than that of the pokemon leading your party.
2 possible variations could be;

 • A bait/chum that attracts pokemon of a lower level than that of the pokemon leading your party.
 • Types of bait/chum that attract pokemon. of specific level ranges.

*It should be noted that the encounter rate will remain the same. This would be like (or similar to) the 'repel trick', but for fishing.

Edited: To Kyu's response.

Question: Do you think that Wilton would have lost that Poliwag if he had been using some sort of bait/chum?

Do like this suggestion but with fishing only?

Both.
I stumbled across that suggestion whilst searching for similar ones to this.

Maybe. I'll have to see what we come up with for this idea.

Necessary bump is necessary.

Okay. Top notch update.
Fishing pole visual feature added!!!

However, now fishing takes about 600 years for a single battle.
C'mon guys. I have patience, but not that much.

With that all said.
This suggestion is looking even more appealing.
I would be fine with it being every cast is a battle.

I think this suggestion worth a bump.

Since Shards holding by certain water type pokemons was implemented, a lot of people is fishing, and it's really hard to get a pokemon on the hook, find the pokemon in what we are interested, and finally get the item holding by that pokemon.

Implementing some sort of bait can increase the frequency of finding a pokemon (or maybe finding certain type of pokemon), and find that items faster (no frustration anymore).

Also implementing the baits will be a new form of money sink. For example as stated few posts up, 700$ for 250 baits is reasonable  ;)
