Johto starters

I was wondering if you can still get one of the Johto starters from prof. Birch by completing the hoenn dex? thanks in advance.

No but you can catch all of them in the Hoenn Safari Zone

Once you beat the Hoenn Champion you can access the right side ofbthe safari where the Johto starters can be found

 

Totodile is found in the water in the bottom right side under the waterfall

 

Cyndaquil is found north east in a bit of grass under some smashable rocks

 

Chikorita I found in grass next to the waterfall
