How easy would it be for me to make a mod to redesign the Hoenn NPCs?

Hi,

I am very much enjoying this game and have just got to Hoenn, unfortunately the NPCs look out of place.
I would like to try to replace/redesign them to fit better.

I am not sure where to start, however.

Can anybody help me with this?
