the ev changing item and level up item do not work for people without enough badges.

I presume it's issues about level cap

You don't need to collect all the badges to participate in the Christmas event, and there's no pokemon level requirement to participate, you just need to get to the event area, which can be done in a few hours

The Level Up+5 item actually did not work for me also, I used it 4 times and never worked. The EV changing item also has issues.

FTR the speed i wanted to be 120, attack 252 hp 138

Can confirm. We did two runs yesterday and the combinator isnt working properly. Stats distributed are, once you clicked "okay", lower then they should be.

The Level Up+5 item is still not working on an account with only 2 Kanto badges as I just tried and wasted the item.
