Which is better, 5X31 Haxorus or Hydreigon?

I want a dragon type for comp, but can't choose. Is haxorus or hydreigon better? I feel that hydreigon has a better movepool, and has advantages of being a special attacker (intimidate,etc) but I heard that Haxorus has slightly better stats. Which one should I pick? Is garchomp better than both of them?

 

on a side note: can i ev a 31-speed-iv emboar in speed instead of hp if it's just for story, or is it still going to be outsped by everything?

Haxorus is mainly just a dragon dance user, while Hydreigon can be a lot more versatile (scarf/nastyplot/taunt/etc) so if you can only make one to start, I'd go Hydreigon. Garchomp is also the most used pokemon in OU, which can also fill various rolls (stealth rock, sash lead, mixed, hone claws, etc) so it just depends on what you want that slot on your team to accomplish.
