How to teach pichu/pikachu volt tackle?

Hi, I was wondering if the only way to teach pichu/pikachu volt tackle was to breed it while holding a light ball, since in that case Id have to breed a pikachu with the desired ivs and also a male breed with the same ivs and nature and I was hoping to avoid spending that much by using another method. Also if not, whats the purpose of the move in the red hair kanto move tutor. Thank you in advance.
