Where is Jigglypuff in Emerald?

I looked it up and it's supposed to be in the grass on Route 115 in that patch where you have to swim to, but I've been wading through it for 2 hours and haven't seen it, even though it's supposed to be common...does it not spawn there in PokeMMO?

I've seen that exact information in the pokedex, but I'm still not seeing it in Hoenn Route 115. I went to the grass area and wandered around, but only found Swellows, Taillows and Wingulls. No Jigglypuffs. I'm wondering if it's a bug or if I'm doing something else wrong.

The encounter rate depends on the season and the time of day. Being the only non-bird on this route, its encounter rate is heavily impacted by when theirs change. Most of them return to their nests at night becoming less common, and Taillow/Swellow are based on migratory birds, so also reduce their rates significantly in Winter (with the difference split between Jigglypuff and Swablu).

 

It's currently Autumn, so Jigglypuff is rare during morning/day and common at night, with no hordes. It's the same in Summer/Spring.

In Winter, it's uncommon during morning/day and very common at night. It also shares a horde block with Swablu as Swellow hordes go away.

 

If you come back at night, you should be able to find it much more easily.
