Darkrai/Other legends

Is there a way you guys can make side questions for legendaries like Darkrai, Arceus, etc and dont make them usable in pvp but just so people can show them off? I get legendaries are broken but most the time it's no different than like dragonite with perfect IV's pvp ready moves/ev's versing wild pokemon or whatever. Or if it's a problem can you guys just lower their stats or make it INSANELY hard too catch like you need 500+ ultra balls dusk balls whatever and masterballs are only like 25% chance on them or something?

I think they will make legendaries available when they release Dungeon(s). But no idea about what they will do with these legendaries. It could be catchable and you can have it or it could also be like the current legendaries.
