Are there Legendaries ingame? Or only mewtu in kanto?

Correct, only the ones listed in that guide are available for now. They'll be more in the future as stated at in the guide but there is no estimated time.

However, you can encounter the rest of the legendaries while rematching Gym leaders (for example, Blaine has appearantly both Articuno and Moltres)
