PvP Level Scaling Question

Is there a way to disable the level scaling when fighting friends? It used to just be in tournament mode everything was scaled down to 50. Now I can't find an option to just leave the Pokémon's levels where they are at and they scale based on whatever level is selected (ex. everything lower or higher than level 15 will be scaled to lvl 15 if selected). Thank you for any insight or help.

If you lower the level as far as possible, you'll eventually hit "none" which removes the scaling.
