Somehow, Sand Veil still works and that's not ok.

So, I quote, 

 

"Moves and abilities which raise evasion will have no effect" (OU Evasion clause)

 

Yet, an enemy Garchomp in a PvP OU match dodged my Breloom's Seed Bomb (my accuracy was unaltered by any sort of move).

 

Can anyone explain?

This is directly from the October 30th 2020 Update Changelog:

• Swords Dance has been removed from Garchomp
  • This change re-enables Garchomp for use in the Over Used tier
• Sand Veil / Snow Cloak have been re-enabled for PvP
