HOw To recruit Talkative Guys For Clan !

Hi , can I get to know where we can get talkative guys for clan.....I mean Mostly Most of the New Clans suffers with inactivity of chat. Dont know exactly where to get them.

As Everyone almost Ask on global for recruitment but talkative guys still hard to get. Is there anyway to get them?
