When does this Halloween event end?

It says in the official changelog forum that this Halloween event ends on Nov 5 ,2020 but without time zone indicated. If it ends exactly at midnight of Nov 5 GMT, it will be Nov 6 8:00am for player in GMT+9 (China), or Nov 5 19:00pm for player in GMT-5 (USA East), or Nov 5 13:00 for player in GMT-11 (Alaska). Is there an exact time with specified time zone about when does this Halloween event end?
