why am i restricted using sweet scent

This is because you didn't log out properly (Happens if you log out in the middle of a battle or dialogue without finishing or skipping it)

if you logoff in the middle of a battle and then login and say no to resume session it will say some actions have been restricted for 10 minutes.

We were never told what those actions are.But so far i know that using sweet scent outside of battle wont work.

As well as using payday in battle wont give you the extra money even tho the move will work.
