new message filtering system for chat

I propose to add a very simple system, in which, the messages would be filtered in the following way: You could not send the same message 2 times in the chat every 5 minutes, this to avoid the excessive spam in the game chat.//Propongo agregar un sistema muy simple, en el cual, los mensajes serian filtrados de la siguiente manera: No se podria enviar el mismo mensaje 2 veces en el chat cada 5 minutos, esto para evitar el spam execivo en el chat del juego.
