What does it mean by "ignores burns", does it not increase atk?

When a pokemon is burned it normally has 2 effects on the burned pokemon:
1) It loses some HP every turn

2) The power of the physical damaging moves of the burned pokemon gets halved

When the pokemon that is being burned this will happen:

1) It still loses a bit of HP every turn
2) It ignores the effect of halving the damage of physical moves and instead of becoming half the power, it even gets a boost in power for the physical moves
