There are only 5 legendary ''catchables'', they can be captured but only temporarily, Mewtwo, Rayquaza and Arceus are just a few. Note that you can capture it, but another player can fight a duel and, if you win, the legendary remains, after a while the legendary gets bored and leaves.

All legendary Pokemons are not catchable in this MMO only 1 legendary in one region and also you can't keep them permanently as DrFaller Said.

This are catchable --

Mewtwo In Kanto.

Rayquaza in Hoenn.

Arceus in Sinnoh.

Keldo in Unova.

So good luck in catching them.
