where i can found a move tutor with signal beam and earth power in sinnoh?

I went to the move tutor who teaches the "signal beam"  for my jolteon and "earth power" for my gastrodon, but for some reason he doesn't teach, and in the franchise games he teach.

To what Pokémon are you trying to teach those moves? Can you specify?

Well the Signal Beam tutor was normal, i teach it to my rotom today, in case this is the Blue Shard tutor on route 212, the earth power tutor is only avaliable on Unova, from the game freak tutor.

 

Was i can see on yours printscreens you only go to tutor of survival area.. Well, take a look on those two that i said
